You'll need to go through and make sure that your file has been updated correctly manually. It sounds like you are including the functions file twice.

Did you try to upgrade from a previous version and not use the upgrade instructions?

I used easymod and used the 2.07-2.08 update.

Alright, then check the file that gets the error and see if the functions_anti_spam_acp file is called twice.
